new chapter for ceo
Harp and Crown CEO embarks on exciting new chapter!

Harp and crown credit union would like to share news of our chief executive, siobhan barclay's departure at the end of april 2026.

As some of you may be aware, Siobhan had experienced some health issues in November.  We were delighted to see Siobhan bounce back from ill health and resume her role at Harp and Crown Credit Union.

We have spoken on many occasion about the huge positive impact Siobhan has made to the Credit Union and that of our members.

This has not gone unnoticed and we were not surprised when Siobhan announced plans in January, of an exciting new role at Ulster Rugby, resulting in her forthcoming departure from Harp and Crown Credit Union.

Siobhan commenced her role as CEO of Harp and Crown Credit Union in early 2020, a challenging time for the credit union in many ways.  The Credit Union was experiencing a downturn in membership and loan book, staff turnover and structure issues AND had to navigate the impact of the pandemic.

In the past 6 years, Siobhan has achieved more than we thought was possible, with her clear vision and strong leadership at the fore:

  • Organisation restructure which now includes a Marketing team, Finance and Compliance, Credit Control an Business Support in addition to a highly customer focused Loans and Member Services team.  We also now have a diverse Board of Directors with a broad range of key skills to support the running of Harp and Crown Credit Union.

  • Total arrears provision now 2% of loan book compared to 4.8% in 2020, with the Credit Union in a very healthy financial position.

  • A digital transformation which has resulted in Harp and Crown going digital with an ONLINE APP, faster payments facility and member access 24/7.  Almost 80% of members are now registered for online access.

  • Overall Membership including Junior account holders now sits at over 10,600 (almost 1K more than 2021).

  • An increase of around £5M to the Overall Loan Book (since 2021).

  • A Dividend of 3% for members, the highest rate in 7 years (1.25% in 2017/2018).

  • 96% overall satisfaction from Harp and Crown Credit Union members (Jan 2026 Member Survey).

  • A clear vision for the next 3 years (2025-2028) which places members and the wider police family at the heart of every decision made, through our 'Beyond the Numbers' Strategic Plan.

THANK YOU Siobhan for leading us through this transition, which paves the way for a very strong and bright future for the Harp and Crown Credit Union and our members.  You will be greatly missed! We know your next project will be dealt with in the same diligent, positive, empathetic, strategically focused way.  Your new team are very lucky to have you on board!
